Free and Cheap Things to Do in Dubai

Short answer: Dubai's reputation for luxury hides a real list of free experiences: beaches, fountain shows, mall aquariums viewed from the outside, and full neighborhoods built for walking. You could spend three or four days here without paying for a single attraction ticket and still leave with a full trip.

Completely Free
JBR Beach and the Marina Walk promenade. A wide public beach, a 1.7 km waterfront path lined with cafes, and views of the skyline for the cost of nothing. This alone is worth a full afternoon and evening, especially if you're staying nearby and can walk straight there.
The Dubai Fountain Show. Outside Dubai Mall, the fountains run choreographed shows to music every 30 minutes in the evening, visible from the promenade around Burj Khalifa Lake without paying for anything. It's one of the most photographed free experiences in the city for a reason.
Dubai Aquarium, from outside. You don't need to pay the AED 175 entry to see the massive aquarium wall inside Dubai Mall. It's visible for free from the ground floor walkway, which is enough for most people to get the "wow" moment without the ticket.
Al Fahidi Historic District. Old Dubai's original neighborhood, all wind-tower architecture and narrow lanes, gives a genuinely different picture of the city than the glass towers. Walking through it costs nothing, and it's a strong contrast if the rest of your trip is mostly Downtown and the Marina.
Kite Beach. Free to access, with a skatepark and shaded picnic areas alongside the sand, and a good spot to watch kite surfers even if you're not trying it yourself.
Global Village and Miracle Garden, from a distance. Entry to both costs a small fee (Global Village from around AED 25), but even just walking the surrounding areas during the November-to-April season gives you a sense of the scale for free, if you're deciding whether the paid entry is worth it for your trip.
Window shopping and people-watching at Dubai Mall or Mall of the Emirates. Sounds obvious, but the malls themselves, the architecture, the scale, the sheer variety, are an experience on their own, no purchase required.
Under AED 30
Water bus or Abra ride across Dubai Creek. AED 2-3 for a genuinely scenic, slow crossing through Old Dubai. This is one of the best value experiences in the entire city, and most visitors skip it in favor of paid tours that cover less ground for more money.
Metro or tram day of exploring. With a Nol card capped at AED 14 a day, you can hop between neighborhoods, the Marina, Downtown, Old Dubai, and see a genuine cross-section of the city for less than the price of a coffee at a hotel.
Street food in Deira, Al Rigga, or Karama. Shawarma, dosas, and Filipino or Thai street food from AED 10-30, and often a more memorable meal than a AED 200 restaurant booking.
Dubai Frame. At AED 60, it's not free, but it's one of the cheapest major attractions in the city and gives you a proper skyline view without the Burj Khalifa price tag.
A Genuinely Free Day in Dubai
Morning: walk JBR Beach and Marina Walk. Midday: metro to Old Dubai, cross the creek on an Abra for a few dirhams, wander Al Fahidi. Afternoon: metro to Downtown, walk the promenade around Burj Khalifa Lake. Evening: catch the Dubai Fountain show, see the aquarium wall from outside Dubai Mall, walk back out along the water.
Total cost for the day: transport (capped at AED 14) plus whatever you eat. Everything else on that route is free.
